Yesterday, good ol’ Joe Biden was on a roll, telling a predominantly African-American crowd that the Republicans want to put them “in chains”, and then telling the city of Danville, Virginia that they could lead the Democrats to victory in North Carolina.

It seems Uncle Joe is the gift that just keeps on giving.

In a speech today in Virginia, Vice President Joe Biden seemed to forget we’re in the 21st century.  ‘Folks, where’s it written we cannot lead the world in the 20th century in making automobiles?,” said Biden.

The Romney campaign responded to the gaffe over at the Standard:

UPDATE: Ryan Williams, a spokesman for the Romney campaign, responds: “Mitt Romney and Paul Ryan will ensure America leads the world in the 21st century by strengthening middle-class families and creating jobs. President Obama and Vice President Biden have taken our nation backward with failed policies that have resulted in higher unemployment, more debt, and a weaker economy. A campaign based on rage and divisiveness can’t hide the president’s failed record.”

To be fair, the Obama administration has set us back quite a bit, but a full 100 years?

Rudy Giuliani: Joe Biden Not "Mentally Capable", "Never Been Bright"

Tell us something we didn’t know, Mr. Mayor.

While most Republicans are outraged over Joe Biden’s remarks to a largely African-American audience that a Romney administration would “put y’all back in chains”, former New York City mayor Rudy Giuliani has a different take on the situation.

Giuliani jabbed at Biden on Tuesday’s broadcast of CNBC’s “The Kudlow Report,” saying that the remarks would have been cause for excitement if they were made by a mentally capable politician.

“I think if it came from somebody serious, maybe we would get all excited about it,” Giuliani said.

“But I think the vice president of the United States has become a laugh line on late night television. I mean — I have never seen a vice president that has made as many mistakes, said as many stupid things. I mean, there’s a real fear if, God forbid, he ever had to be entrusted with the presidency, whether he really has the mental capacity to handle it.”

“I mean, this guy just isn’t bright. He’s never been bright. He isn’t bright. People think well, he just talks a little bit too much. Actually, he’s just not very smart.”

Biden had the last laugh however, telling a crowd in Virginia how their help could propel the Obama campaign to victory in … North Carolina.

Take that! Who’s not the brightester one now?
